At a decisive moment for the Paris Agreement, Latin America and the Caribbean faces a dual reality: high vulnerability to climate impacts and, at the same time, a historic opportunity to advance resilient, low-carbon, and inclusive development.
The Nationally Determined Contributions (NDC) 3.0 submissions presented by 23 countries in the region reflect significant progress in integrating mitigation and adaptation, aligning climate commitments with national planning, incorporating just transition, gender, and biodiversity approaches, and strengthening coherence with the development finance agenda. However, the gap between commitments and results persists.
The dialogue will examine the key messages emerging from the Belém Package (COP30), the implications of the Global Stocktake, and the opportunities opened by mechanisms such as Adaptation 2035, the Loss and Damage Response Fund, and the Tropical Forest Forever Facility. It will also explore how to translate NDC 3.0 into concrete investment portfolios, public policies, and budgetary frameworks that strengthen resilience, equity, and sustainable development.
Led by UNDP and the United Nations System through the Climate Promise initiative, this space aims to agree on clear regional messages, define strategic priorities, and move toward a post-COP30 roadmap that consolidates effective NDC implementation and lays the groundwork for NDC 4.0.
