SECU Registers New Complaint — Case #SECU0030

• Case Update

A new request for compliance review regarding UNDP’s “Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda” project has been added to our case registry here.

In their request for compliance review, residents of various communities in the Kampala Munyonyo area allege that the UNDP-supported project went beyond its stated geographic scope and supported the nationwide wetland gazettment that led to forceful evictions in 2025 and 2026. The requestors further allege that the project supported NEMA’s activities including the demolition of homes, destruction of livelihoods, endangerment of physical safety, and psychological trauma for community members.

SECU is now preparing an eligibility determination, which will be released in the coming weeks.

The draft report for Case #SECU0025 regarding UNDP’s “SDG Impact – Catalysing private sector capital for the SDGs” project in Cambodia is available in our case registry here.

The public commenting period will now be open for 20 business days (29 June – 10 August 2026). We welcome stakeholders to submit comments in any language to secuhotline@undp.org.

A new request for compliance review regarding UNDP’s “Enhancing Coastal Ecosystem Biodiversity and Resilience in the Gulf of Aqaba Jordan” and “Gulf of Aqaba Resilient Reefs Programme” projects has been added to our case registry here.

In their request for compliance review, the requestor raises concerns that two Aqaba interventions may not be meeting UNDP’s Social and Environmental Standards, alleging that the project lacks meaningful stakeholder inclusion, proper environmental assessments, and transparent governance.

SECU is now preparing an eligibility determination, which will be released in the coming weeks.

SECU Determines Case #SECU0027 Eligible for Investigation

SECU found Case #SECU0027 regarding UNDP’s “Forestry and Land Restoration Action for Kenya’s NDC (FLaRAK) Project” and “Forest Carbon Partnership Facility (FCPF) REDD+ Readiness Grant” projects to be eligible for a compliance investigation. Interested stakeholders have 10 working days to submit public comments on the draft TOR. Comments may be submitted in any language to secuhotline@undp.org by 7 August 2026, end of day.

• Case Update

A new request for compliance review regarding UNDP’s “Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda” project has been added to our case registry here.

In their request for compliance review, residents of Rukungiri District represented by Health Equity and Policy Initiative (HEAPI) allege wetland reclamation activities in 2023 led to excessive use of force, the razing of crops and households, and loss of livelihoods. They further raise concerns regarding insufficient stakeholder consultation and human rights violations.

SECU is now preparing an eligibility determination, which will be released in the coming weeks.

A new request for compliance review regarding UNDP’s “Forestry and Land Restoration Action for Kenya’s NDC (FLaRAK) Project” and “Forest Carbon Partnership Facility (FCPF) REDD+ Readiness Grant” projects has been added to our case registry here.

In their request for compliance review, individual members of the Keiyo Indigenous Community allege that several initiatives implemented within the Kaptagat Forest Ecosystem in relation to these UNDP projects did not seek to adequately involve or gain consent from their community despite residing adjacent to the impacted ecosystems. They further bring up issues regarding lack of information disclosure on benefits-sharing, erosion of cultural heritage, and exclusion from land.

SECU is now preparing an eligibility determination, which will be released in the coming weeks.

SECU Determines Case #SECU0026 Eligible for Investigation

• Case Update

A new request for compliance review regarding UNDP’s “Enabling Economic Independence for Specially Abled Persons in Sierra Leone (Persons with Disabilities) - PWDs” project was added to our case registry on 16 December 2025. The requestor, Lifeline Nehemiah Projects, alleges that the construction of a skills center associated with this project is taking place on their land without consent, further alleging that project activities have been carried out by land seizure, arbitrary detention, and use of force, causing serious harm to the community.

As of 30 January 2026, SECU has found the case eligible for a compliance investigation. To read the full Eligibility Determination and Terms of Reference for the investigation, visit the case file here.

She joins SECU after completing a Master of Science in Migration Studies at the University of Oxford, where she studied with the Department of International Development and the School of Anthropology and Museum Ethnography.
