Malawi Unveils Election Situation Room Ahead of 2025 Elections

Malawi has launched a new Election Situation Room (ESR) to enhance transparency and safeguard the integrity of the country’s 2025 elections, officially opening the initiative on 12 September 2025 in Lilongwe. 

The ESR unites civil society, government bodies, and development partners within a single platform to oversee the electoral process in real time, monitor incidents, and organise swift responses. 

The initiative is led by the National Initiative for Civic Education (NICE) Public Trust, in partnership with the United Nations Development Programme (UNDP) and a coalition of over 20 stakeholders, with backing from the Malawi Electoral Support Project (MESP), funded by the European Union, United States, Ireland, the United Kingdom, and Norway.

A Pledge to Protect Democracy

In his keynote address, Mr. Gray Kalindekafe, Executive Director of NICE, described the ESR as more than a technological platform: “This is more than a ceremony. It is a pledge. A pledge to safeguard our democracy, to protect the integrity of our elections, and to ensure that every citizen’s voice is heard and respected.”

Mr. Kalindekafe highlighted the scale of the initiative, noting that NICE has recruited and trained over 1,100 observers—509 roving and 639 stationed observers, all equipped to report incidents in real time using the Masoathu digital system.


“Today we are lighting a lamp. The lamp of transparency. The lamp of accountability. The lamp of hope for a peaceful and credible election in 2025,” he said.

MEC Endorses the ESR

Speaking at the launch, Justice Annabel Mtalimanja, Chairperson of the Malawi Electoral Commission (MEC), emphasized the ESR’s value to the electoral process: “The Commission views the Election Situation Room as a complementary mechanism—not a parallel system—to support the overall electoral process. By creating a platform for real-time information sharing, early-warning alerts, and rapid responses to emerging challenges, the Situation Room will no doubt enhance the credibility of the 2025 elections.”

She further noted the practical benefits of the platform: “By having election observers in all the 509 Wards, the Situation Room will help the Commission and other stakeholders to get a true feel of how electoral processes are unfolding across the country… This broad coverage provides an invaluable snapshot of the national picture, allowing us to identify hotspots, track trends, and take corrective measures where necessary.”

Supporting Malawian Ownership

UNDP Resident Representative, Fenella Frost, commended the collaborative spirit behind the ESR: “ This pioneering integrated initiative embodies the spirit of partnership, innovation, and unwavering commitment to democratic governance in the country. This Situation Room is more than a physical space; it is a testament to the power of collective action. The initiative is Malawian-owned and driven and places citizens at the centre of shaping the future of their participatory democracy.”

A Sanctuary for Democracy

UN Resident Coordinator Rebecca Adda-Dontoh drew inspiration from similar initiatives across Africa as she underscored the ESR’s role in protecting Malawi’s democratic gains:
“Today, as we launch Malawi’s own Election Situation Room, we are setting up a sanctuary for democracy, where truth is protected, where conflict is defused, and where the heartbeat of a nation is monitored with care and courage.”

She reminded participants that credible elections are a shared responsibility: “Every vote must count. Every voice must matter. Every Malawian—from Nsanje to Chitipa—must be protected in their democratic journey.”

Building Confidence Ahead of the 2025 Polls

The ESR will operate throughout the electoral period, collecting and analysing reports through the Masoathu iReport platform, hotlines, and field reports. It will share real-time updates with the Malawi Electoral Commission, security agencies, and the public to ensure timely responses to any irregularities.

By mobilising thousands of trained observers and leveraging digital tools, the ESR aims to deter electoral malpractice, promote transparency, and foster public trust in the 2025 elections.
