The fundamental purpose in the formulation of SDG mainstreamed medium-term development plans is to operationalize the functional mandate of the Anuradhapura Municipal Council, the “regulation, control, and administration of all matters relating to the public health, public utility services, and public thoroughfares, and generally with the protection and promotion of the comfort, convenience, and welfare of the people and the amenities of the people,” in a manner that is inclusive, sustainable and resilient. Notably, an SDG Mainstreamed Medium-Term Plan is path-breaking for the Anuradhapura Municipal Council, indeed in local government planning, especially in terms of its scope and methodology, content and structure, and the institutional platform for realizing its development aspirations.
