The Inception Report covers the first six months (1 January – 30 June 2020) of the Spotlight Initiative Country Programme in Samoa. While it has been a challenging six months, this inception period has also been an opportunity to actively model a One UN approach, which will have cascading effects as the programme continues to roll out.
