This Strategic Plan sets out the National Registration Bureau’s roadmap for strengthening Malawi’s civil registration and national identification systems from 2025 to 2030. It outlines priority actions to expand inclusive registration, strengthen legal and policy frameworks, and establish secure and interoperable digital public infrastructure. The plan builds on progress made under the previous strategy while addressing gaps in coverage, service delivery, and institutional capacity. It also aligns national registration and identity systems with Malawi 2063, the Sustainable Development Goals, and regional and global digital identity frameworks.
