Malawi Earns Global Recognition for Digital Innovation in E-Government

Representatives from Malawi, Sweden, Netherlands, Indonesia, and Pakistan honored at the WSIS Forum 2026.
Malawi has received global recognition for its groundbreaking digital solution, “Digitally Signed Biometric QR Verification for Secure Farmer Social Protection Programme,” which was awarded as a Digital Champions under the ICT Applications: E-Government Category at the prestigious World Summit on the Information Society (WSIS) Prizes 2026. This is popularly known as the Offline Digital ID.
The recognition was received by a Malawi delegation led by the Principal Secretary Ministry of Homeland and Security, Ms. Linda Moyo and Principal Secretary for the National Registration Bureau (NRB), Mr. Patrick Machika, during the WSIS Forum 2026 held in Geneva, Switzerland. The annual event celebrated 5 Digital Champions in this category standing alongside Sweden, the Netherlands, Indonesia, and Pakistan – countries with far more advanced digital economies. This year’s competition attracted more than 1,500 project submissions from 122 countries, with over 2.2 million votes cast during the online voting phase.
Organized by the International Telecommunication Union (ITU) in partnership with other United Nations agencies, the WSIS Prizes are among the world’s most respected platforms for recognizing innovative digital solutions that advance sustainable development and improve lives. The awards highlight practical applications of information and communication technologies (ICTs) that promote inclusive, people-centred development and contribute to the achievement of the Sustainable Development Goals (SDGs).
The award-winning innovation was developed by the National Registration Bureau (NRB) with technical support from the United Nations Development Programme (UNDP). The solution addresses one of the most persistent challenges in digital governance: securely verifying identities and delivering public services in areas with limited or unreliable internet connectivity.
The Digitally Signed Biometric QR Verification Platform combines cryptographically signed QR codes generated from the National Registration and Identification System (NRIS) with biometric authentication to enable secure identity verification both online and offline. This innovative approach ensures that public services reach intended beneficiaries while significantly reducing fraud, duplication, and administrative inefficiencies.

The platform demonstrated its transformative impact for the Farm Input Subsidy Programme (FISP), where it successfully authenticated more than 1.2 million farmers nationwide. By enabling both real-time and offline verification, the system ensured that agricultural support reached eligible beneficiaries efficiently, transparently, and securely, including in remote rural communities where internet connectivity remains a challenge.
This international recognition marks a significant milestone for the National Registration Bureau and Malawi’s broader digital transformation agenda. It highlights the country’s growing capacity to design and implement innovative digital public infrastructure that responds to local challenges while meeting global standards.
The achievement also reflects the power of strategic partnerships. The innovation was developed under the Inclusive Digital Transformation for Malawi (IDT4M) Project, implemented by UNDP in collaboration with the Government of Malawi. Through strengthened legal identity systems and digital governance solutions, the project is helping build a more inclusive, efficient and citizen-centred digital future.
Supported by the European Union, the Government of Norway and Irish Aid, the initiative demonstrates how investments in digital public infrastructure can deliver tangible benefits for citizens while strengthening transparency, accountability and service delivery. It further positions Malawi as an emerging leader in the use of digital innovation to transform governance, enhance social protection programmes and accelerate sustainable development.
