This report seeks to guide on public policy priorities and decisions by the National Government of Ecuador, decentralized autonomous governments, and all State functions; as well as the private sector and civil society to achieve, among all, contain the economic downturn and protect the most vulnerable population, through a plan with immediate actions that reduce their vulnerability and increase their capacities and resilience in the short and medium term.
