In 2024, internal displacement reached a global record of 84 million people, 20 million of whom live in Latin America and the Caribbean. The region faces a dual challenge: violence linked to organized crime and growing urban displacement, compounded by inequality, weak state presence, and natural disasters. These dynamics erode the social fabric, deepen poverty, and undermine democratic governance.
This conversation brings together Paula Gaviria Betancur, UN Special Rapporteur on the human rights of internally displaced persons; Carlos Alvarado, former President of Costa Rica; Berenice Valdez, human rights defender; and Jairo Acuña-Alfaro, UNDP Governance Team Leader for Latin America and the Caribbean, to discuss integrated responses that connect human rights, sustainable development, and democracy, recognize urban reintegration as a right, and strengthen community resilience.
