In a regional context marked by the increasing frequency of hurricanes and extreme hydrometeorological events, the United Nations Development Programme (UNDP) launches the regional guide “Gender Equality and Women’s Empowerment in Hurricane Preparedness and Response”, a strategic tool to strengthen more inclusive, effective, and rights-based disaster risk management.
Disasters do not affect everyone equally. Structural inequalities, such as the feminization of poverty, the unequal burden of care work, gaps in access to resources, and heightened exposure to violence, increase the vulnerability of women and girls to hurricanes. This guide offers a comprehensive approach to addressing these gaps from the design stage of policies and programmes.
The publication provides a practical roadmap to advance towards transformative interventions (GEN3), integrating tools such as gender-sensitive data, risk maps, and indicators, while bringing together UNDP’s four strategic gender priorities: women’s economic autonomy, care systems, prevention of violence, and women’s leadership.
The launch webinar will serve as a regional platform for exchange, where the main contents of the guide and implementation experiences will be presented, while also paving the way for a regional course to support its application. Ultimately, it aims to move from reflection to action, positioning gender equality as a key pillar of resilience in Latin America and the Caribbean.
