Post Flood and Post Drought Recovery Guideline

Floods and droughts are the most common type of hazard affecting the largest number of people in Lao PDR. UNDP supported the Secretariat of the National Disaster Management Committee, hosted by the Department of Social Welfare, Ministry of Labour and Social Welfare, to develop a Post Flood and Post Drought Recovery Guideline to streamline the process of assessing, planning, implementing, and evaluating the recovery efforts. This Guideline includes a hazard profile overview, legal and policy frameworks, and recovery intervention processes with survey form templates. The members of the National Disaster Management Committee from line ministries, as well as representatives of women, youths, and people with disabilities, participated in the drafting process to develop an inclusive guideline.


This Guideline was developed under the “Building Capacities for Resilient Recovery” project with generous support from the Government of Luxembourg and updated under the “Urban Risk Management and Resilience - Integrated Resilience Building for Lao PDR’s Sustainable Growth,” funded through UNDP’s Funding Windows.
