Our approaches towards gender equality and women's empowerment in crisis settings

To catalyze gender transformative change that redresses gender power imbalances and shifts discriminatory gender norms, UNDP seeks to identify and implement context-specific, innovative solutions and to break silos, promoting integration and partnerships across thematic areas and sectors. These efforts are driven by data and evidence and place women's meaningful participation and their agency to affect change at the center. UNDP is also committed to developing capacities for practitioners on gender-transformative approaches. 

Innovation

Innovation is one of the key enablers for UNDP to achieve gender equality. Complex systemic issues like gender inequality and crisis warrant new ways of working for UNDP, including systems thinking with a portfolio approach and behavioral science that informs entry points for a transformational change in societal behaviors and attitudes related to women, men, and those outside of the binary. In addition, emerging industries and advanced technologies cannot be gender blind or exclude women. UNDP offers analysis and guidance on how innovative solutions can tackle gender inequality in crisis as well as how to ensure women contribute to and participate in driving innovation.

Integration and Partnerships

The underlying causes of gender inequality in crisis settings are truly multifaceted that addressing them requires cross-sectoral and cross-thematic interventions. UNDP’s flagship progamme for gender equality in crisis settings integrates livelihood support towards women’s economic empowerment with gender-based violence prevention, for example. Partnerships with other UN agencies, civil society, governments, and the private sector are also critical to maximize gender equality impacts in crisis. UNDP has documented lessons learned and ways forward for integrating key areas of work and collaborating with various partners.

Data and Evidence

Data analysis and assessments that inform UNDP’s interventions in crisis settings need to be gender-responsive and help us understand gender-differentiated impacts of crises as well as the unique role women and girls play in building community resilience. In addition to gender-responsive situational analysis, UNDP aims to build a strong evidence base for what works to advance gender equality in crisis settings.

Women’s meaningful participation and leadership in all aspects of society – from community-based conflict prevention to government-led transitional justice processes – are crucial for achieving gender equality in crisis settings. UNDP has developed toolkits and published reports on initiatives that center women’s voices and contribution in crisis prevention, response, and recovery.
