In 2025, the Internal Displacement Solutions Fund (IDSF) supported 10 joint programmes, eight of them in fragile settings. Across its portfolio, 62% of allocations benefited Small Island Developing States (SIDS), Least Developed Countries (LDCs), and Landlocked Developing Countries (LLDCs). Governments endorsed three national and nine subnational durable solutions strategies, while nine countries integrated durable solutions into national development plans, demonstrating growing political commitment and cross-sectoral leadership.

The annual report highlights how government-led, development-focused approaches are supporting durable solutions to internal displacement across diverse contexts. It shows how catalytic investments can strengthen national systems and mobilize broader support for durable solutions.

Ethiopia is among the countries featured in the report through a joint programme led by the Resident Coordinator's Office and implemented by IOM, UNHCR, UNDP, and UN-Habitat in partnership with the Government of Ethiopia. The programme supports the development of strategic frameworks, strengthens institutional and technical capacities, improves the availability and use of displacement data, and demonstrates scalable solutions that promote resilience, social cohesion, and long-term recovery.

The programme is made possible through the support of IDSF donor partners, the Governments of Germany, Norway, Spain, Switzerland, and the United Kingdom, together with the contributions of national and international partners.
