Japan contributes USD 3 Million Financial and Technical Support for the Upcoming 7th General Election

Addis Ababa, 6 February 2026 — The Government of Japan, and the United Nations Development Programme (UNDP) today signed a cooperation agreement to support Ethiopia’s electoral process, reinforcing preparations for the country’s Seventh General Elections scheduled for June 2026.

The agreement formalizes Japan’s US$3 million financial contribution and technical support to the multi-partner Strengthening Ethiopia’s Elections for Democratic Sustainability (SEEDS II) project, implemented by UNDP in support of the National Election Board of Ethiopia (NEBE). The initiative aims to enhance credibility, inclusiveness, transparency, and peaceful conduct of elections nationwide.

The signing ceremony, held at the NEBE office in Addis Ababa, highlighted a shared commitment to democratic governance and institutional strengthening in Ethiopia.

Japan’s support will contribute to reinforcing NEBE’s institutional and operational capacity at national and sub-national levels; promoting inclusive civic and voter education, particularly for women, youth, persons with disabilities, and other underrepresented groups; enhancing electoral transparency and communication; and supporting conflict prevention and peaceful electoral participation through enhancing digitalization.

NEBE welcomed the support, noting its importance as the country advances preparations for the 2026 General Elections.

Equipment, systems, and capacities supported through Japan’s contribution will not only serve the immediate 7th General Election but will also strengthen NEBE’s long-term institutional sustainability and professionalism.

Speaking at the ceremony, H.E. Mr. Shibata Hironori, Ambassador of Japan to Ethiopia, emphasized Japan’s long-standing commitment to peacebuilding and democratic governance in Ethiopia.

“Japan expects democratic elections to be conducted in Ethiopia and will continue to support the government of Ethiopia in realizing the transparent and inclusive election. We also expect that the election will be conducted peacefully, and we will closely observe the process of this election,” the Ambassador said.

UNDP underscored the value of Japan’s contribution to the SEEDS II pooled fund and its impact across the electoral cycle.

“Japan’s contribution will play a pivotal role in strengthening electoral institutions, expanding inclusive participation, and enhancing transparency and accountability throughout the electoral process. UNDP is proud to work with NEBE and the Government of Japan to support nationally led elections in Ethiopia,” said Samuel Doe, UNDP Resident Representative.

SEEDS II builds earlier electoral assistance, delivered through UNDP managed pooled fund projects, and adopts a comprehensive electoral cycle approach, ensuring support before, during, and after elections.
