Summary
CREATE is a four-year government programme that aims to advance inclusive development across Eswatini’s principal value chain – agriculture, manufacturing and services – by promoting investments in renewable energy and energy efficiency. This flagship initiative is generously supported by the European Union Delegation in Eswatini, through the Ministry of Economic Planning and Development, and implemented by the Ministry of Natural Resources and Energy in partnership with UNDP and Catalyze Eswatini.
Background
Eswatini’s agriculture, manufacturing, and services value chains rely heavily on electricity as a key production input. Energy challenges — including high costs, grid instability, and limited uptake of renewable energy solutions — constrain business performance, particularly among MSMEs. To address these barriers, the Government of Eswatini initiated CREATE under the 11th European Development Fund (EDF), with the EU providing up to EUR 820,000 for implementation over 48 months. CREATE provides a comprehensive package of services including investment potential assessments, development of bankable proposals, financial sector engagement, and targeted coaching for MSMEs. The Action is part of a multi‑donor approach to accelerate the uptake of sustainable energy solutions across the country.
