Countries are navigating complex choices related to Artificial Intelligence (AI) that carry immense opportunities as well as risks. The United Nations Development Programme (UNDP) supports countries with building the foundations for responsible AI adoption and designing tailored AI strategies that deliver measurable impact for people and communities.
AILA: Building the foundations for responsible AI adoption across countries
UNDP's Artificial Intelligence Landscape Assessment (AILA) is a modular diagnostic tool that provides countries with structured process to assess AI readiness and design actionable pathways for inclusive and responsible Ai development.
Grounded in each country's unique context, AILA provides an evidence-based framework that translates assessment into action, informing strategies, policies, use-cases, and investments that strengthen national AI capabilities and deliver measurable benefits for people and communities.
Using a whole-of-society approach, AILA examines readiness across the national ecosystem, evaluating factors such as infrastructure, skills, data, innovation support, governmental strategic vision, technological capabilities and mechanisms for accountability, inclusivity, safety and transparency in AI development and deployment.
AILA is built around three interconnected pillars that reflect the key enablers of a responsible and future-ready AI ecosystem:
AI Ecosystem: Examines the foundations that enable innovation - data, talent, infrastructure, and sustainability. It assesses how well countries are cultivating the conditions for AI to thrive responsibly and deliver long-term social and economic value.
AI for Government: Focuses on how governments use AI to enhance public services, policymaking, and institutional efficiency. It explores the capacity, leadership, and digital systems needed to make governance more transparent, responsive, and people-centred.
AI Regulation & Ethics: Ensures that AI development aligns with human rights, fairness, and accountability. It looks at the legal frameworks, ethical standards, and trust mechanisms that safeguard people while enabling responsible innovation.
AILA builds on the key pillars of UNDP's Digital Transformation Framework, a blueprint for countries embarking on their digital transformation journey. Whether governments are just beginning to explore AI or refining existing strategies, AILA supports informed decision-making to ensure that AI is developed and deployed inclusively, ethically and sustainably.
From Assessment to Action
AILA charts a country's AI journey with a data-informed view of where that country stands today, its next level of growth, and how to get there. It combines expert insights, stakeholder perspectives, and global indicators to generate actionable insights to achieve real-life benefits for communities and countries.
Using this methodology, AILA provides tailored recommendations on how countries can strengthen their AI capabilities. These outputs inform strategies, policies, use cases and investments, supporting governments and ecosystem partners to translate evidence into practical action for inclusive and responsible AI development.
