This Urban Governance Strategy sets out UNDP's approach to addressing the complex, interlinked challenges confronting cities across the Asia-Pacific region from rapid urbanization and climate risks to inequality, digital divides, and financing gaps. It introduces a forward-looking model of anticipatory, adaptive, and agile governance, designed to help cities navigate uncertainty, co-create equitable urban futures, and drive long-term systemic change. Finance and digital transformation are embedded throughout as cross-cutting levers, enabling cities to mobilize resources, adopt innovative solutions, and harness data for smarter, more inclusive decision-making.

The strategy serves both external and internal audiences: guiding national and local governments, development partners, and urban actors toward just, green, and climate-smart futures, while helping UNDP Country Offices and regional teams design integrated interventions aligned with national priorities and the SDGs. The strategy translates a bold vision into clear, implementable programmatic direction through integrated solutions, broad coalitions, and cross-country learning networks.
