This report and accompanying DVD documents the presentations and statements made at the “High Level Dialogue - Punitive laws, human rights and HIV prevention among men who have sex with men in the Asia Pacific Region” held in Hong Kong on May 17, 2010 – the International Day Against Homophobia. The aim of this publication is to draw high level policy attention to the issues associated with the impact of punitive laws and human rights abuses on effective HIV responses among men who have sex with men and transgender persons in Asia Pacific.
