Parliamentary Oversight of Climate Finance in ASEAN

This publication highlights the crucial role parliaments in Southeast Asia play in addressing the growing gap between climate finance needs and actual funding flows. With ASEAN countries requiring an estimated USD 422.16 billion by 2030—far outpacing current annual financing—the volume underscores the importance of strong domestic oversight to ensure funds are used effectively and transparently.
Produced through a joint initiative between UNDP and the Parliamentary Centre of Asia (PCAsia), the compendium draws on climate budget briefing notes developed by parliamentary staff from Cambodia, Indonesia, the Philippines, and Thailand. These were created as part of a specialized training programme supported by UNDP’s Climate Finance Network and PCAsia, focusing on budget tagging, analysis, and fiscal oversight tools. The result is a collection of practical, country-specific insights that can serve as a resource for advancing climate-aware governance and empowering parliaments to drive more informed and impactful climate finance decisions across the region.
