Governing Through Change in Asia and the Pacific: The Need for Dynamic Governance Capabilities

This policy brief examines how governments in Asia and the Pacific can strengthen future-ready governance amid converging challenges, including climate change, pandemics, shifting demographics, technological disruption, declining public trust, and shrinking civic space. It highlights the need for dynamic governance—systems that can anticipate change, adapt quickly, and deliver results amid uncertainty to accelerate progress toward the Sustainable Development Goals (SDGs).

Drawing on examples from across the region, the brief outlines key governance capability frameworks and tools that support more agile policymaking, stronger delivery systems, and more people-centered reform. The brief also sets out UNDP’s approach to supporting governments in institutionalizing the dynamic capabilities required to reinforce progress toward the SDGs.
