This manual is designed for gender focal points of renewable energy projects and renewable energy actors with a basic understanding of gender concepts who are working to integrate gender considerations into their projects. Reflecting a key cross-cutting recommendation from Pacific gender and renewable energy studies, this manual prioritizes small-scale, community-based, off-grid renewable energy projects. These technologies are crucial for addressing gender gaps and empowering women. However, the core concepts and methodologies related to gender mainstreaming discussed herein are adaptable and applicable to larger-scale, on-grid renewable energy projects as well.

This resource was developed as part of the Pacific Green Transformation Project, a regional initiative funded by the Government of Japan. The project promotes climate action through innovation, supporting communities in building resilience and adapting to climate change by expanding access to renewable energy. A core focus of the initiative is addressing energy inequities among vulnerable populations and fostering a region-wide green transformation.

Grounded in the project’s gender mainstreaming strategy, this manual was designed to be regionally applicable and context-sensitive, offering flexible tools and approaches that enable stakeholders to meaningfully embed gender equality throughout the design, implementation, and evaluation of renewable energy projects.
