South and Southeast Asia face a massive financing gap for climate action and sustainable development. While the need for investment is rising, private capital often stays on the sidelines because the risks appear too high. Blended finance offers a solution: it uses public or philanthropic funds to lower these risks, crowding in private investors to fund climate and development projects. However, many blended finance efforts today are isolated, one-off deals that are difficult to replicate.

The Strategic Framework for Blended Finance, developed by UNDP’s Climate Finance Network and Convergence, provides a practical, country-led approach to address these challenges. Drawing on regional experience and global insights, the report outlines how governments can strengthen policy and institutional systems needed to make blended finance a repeatable, scalable market reality.

Organized around six actionable pillars, the Framework the Framework serves as a toolkit for policymakers, development partners, and investors. It provides the guidance needed to align priorities, build investable pipelines, and mobilize private capital at scale——ensuring long-term climate resilience and inclusive growth across the region and beyond.
