Introduction

Artificial intelligence (AI) is rapidly transforming justice systems across Asia and the Pacific. From AI-assisted legal research and case management to automated transcription, multilingual translation, online dispute resolution, and chatbot-based legal aid, emerging technologies are reshaping how justice institutions operate and how people access justice.

While these innovations present significant opportunities to improve efficiency, accessibility, and service delivery, they also raise important questions around fairness, accountability, transparency, privacy, and judicial independence.

To explore these opportunities and challenges, the United Nations Development Programme (UNDP) Bangkok Regional Hub, with the support of the Government of Japan, in partnership with the Thailand Institute of Justice (TIJ), the Faculty of Law, and the Chula AI Centre of Chulalongkorn University, will convene a regional dialogue bringing together judges, policymakers, academics, technology experts, civil society representatives, and development partners from across Asia and the Pacific.

The dialogue will examine emerging governance frameworks for AI in justice systems and explore how countries can ensure that AI adoption remains people-centred, rights-based, and accountable.

What to Expect

The event will provide a platform for regional stakeholders to:

  • Explore the opportunities and risks associated with the use of AI in justice systems.

  • Discuss emerging governance frameworks, ethical standards, and safeguards for responsible AI adoption.

  • Exchange experiences and lessons learned from courts, ministries of justice, researchers, civil society organizations, and technology providers.

  • Examine how AI can improve access to justice while safeguarding due process, equality before the law, judicial independence, and human rights.

  • Identify opportunities for regional collaboration, knowledge exchange, and South-South cooperation on responsible AI in justice.

Participants will also engage in a high-level roundtable discussion featuring regional experts and institutional representatives sharing experiences on governance frameworks, institutional capacity, judicial innovation, and responsible AI implementation.
