Delegations from the Republic of Korea, Congo, several countries in the region, and authorities from the provinces of Cordoba and Salta participated in the High-Level International Meeting on Gender-Based Violence that took place from November 11th to 15th. The event provided a platform to share experiences and tools to strengthen monitoring and support services for women.

The United Nations Development Programme (UNDP), alongside the UNDP Policy Center in Seoul, the Korea International Cooperation Agency (KOICA) and the Government of Cordoba, organized the High-Level International Meeting: “Experiences in addressing Gender-based Violence” in the provincial capital city, from November 11 to 15.
With the participation of delegations from the Republic of Korea, the Democratic Republic of Congo, Ecuador, Paraguay, Brazil, Mexico, Uruguay and Argentina, the event focused on exchanging experiences, management models and monitoring tools aimed at strengthening comprehensive services for women facing gender-based violence.
The encounter, carried out by the Women Secretary of the Government of Córdoba, is part of an international project called “SDG Partnership on addressing sexual and gender-based violence (SGBV)”, which has been implemented since 2020 by UNDP in Argentina and the UNDP Policy Center in Seoul, allowing to adapt the Korean model of evaluation tools and monitoring from the “Sunflower Centers” into the reality of the province.

Exchange of experiences and international cooperation
On November 13th, the opening of the Regional Workshop of Knowledge Exchange took place, with the assistance of the Coordinator of the Gender Area from UNDP in Argentina Alejandra García; The Minister of Social Development and Employement Promotion, Laura Jure; The Secretariat of Women, Claudia Martínez, and the Secretariat of Regional Integration and International Relations, Juan Carlos Massei.
In her welcoming words, Laura Jure expressed: “This is an opportunity to learn, share, and incorporate new experiences”, and reassured that “In Cordoba we are proud to keep sustaining gender policies which we have been working on for a long time. We take pride in being able to move forward and consolidate in such difficult times”.
In addition, Claudia Martínez, expressed gratitude “for the impact that this International Project had, which was created in Cordoba, followed in Salta, and that today we have the opportunity to share it as an experience so it can be replicated in diverse regional-level projects that talk about cooperation levels and a State, such as Korea, with interest to support Latin American processes.
Also, authorities of the Government of Salta, of UNDP in Argentina, of the UNDP Policy Center in Seoul and of the Women Human Rights Institute in Korea (WHRIK) spoke.
In that sense, the Coordinator of the Gender Area of UNDP in Argentina, Alejandra García, thanked the assistants and highlighted “The importance of adapting the monitoring and evaluation tool of the Sunflower Centers of Seoul in both Cordoba and Salta”.
During both sessions in the Museo Superior de Bellas Artes Evita – Palacio Ferreyra, representatives of participant parties shared their national experiences in topics related to gender policies, including the Sunflower Center (South Korea), Ciudad Mujer (Paraguay), Casa da Mulher Brasileira (Brazil), SiempreVivas (Mexico), Warmi (Ecuador) and the progress of the Uruguayan model on integral assistance to violence.
Moreover, representants of the WHRIK, KOICA, the Center of Integral Multisectorial Services (CISM), Congo and the Regional UNDP Office for Latin America and the Caribbean (RBLAC) participated, and opened the opportunity to dialogue about the opportunities and challenges to consolidate a South-South and triangular cooperation, focused on strengthening public policies related to gender equality.
International cooperation
Resources and knowledge: the tool for monitoring and evaluation
UNDP has played a crucial part in the mobilization of resources and knowledge to improve the services from the Polo of Cordoba. This collaboration has not only enhanced the quality of life for women in the province, but has also laid the foundations for scalability and sustainability of these policies in other regions.
One of the most innovative aspects of this initiative has been the development of a digital satisfaction tool that allows us to hear first hand from women who have used the Polo´s services.
The Republic of Korea has Integral Services Centers to assist women in violent circumstances, known as the “Sunflower Centers”. These spaces offer integral support, including medical services, assesment, legal, and police investigation, and possess successful monitoring and evaluation tools.
International cooperation to enhance provincial capacities
The history of cooperation between UNDP and Cordoba has allowed the province to consolidate its service model and serve as a platform to transfer knowledge and prosperous practices to other areas.
This initiative has successfully scaled its model to the province of Salta, with the aim of sharing actions to adapt to the Tool for Monitoring and Evaluation of the “Sunflower Centers”, to improve its services for women care in gender-based violent circumstances (GBV).
