The Rule of Law, Security and Human Rights (ROLSHR) Crisis Response Catalogue consolidates UNDP’s experience and lessons learned from crisis settings across the Arab States region. It serves as a practical toolkit of programmatic entry points to strengthen ROLSHR interventions in Fragile and Conflict-Affected Settings (FCAS). The Catalogue is aligned with UNDP’s Crisis Offer, which focuses on transforming protracted crises, anticipating and preventing new crises, and sustaining development during shocks. It applies this framework to two major crisis contexts relevant to rule of law programming: crises resulting from disasters and political crises in areas of limited statehood, including situations where state authority is weakened or where non-state armed groups exercise de facto control.
Across these contexts, the Catalogue identifies 20 programmatic entry points covering areas such as support to missing persons and internally displaced persons, housing, land and property rights, environmental justice, climate security, people-centred security, small arms control, human rights, transitional justice, access to justice, justice sector reform, gender-based violence prevention, civic space protection, and digitalization. It draws on concrete examples from UNDP country programmes in crisis-affected contexts including Lebanon, Syria, Palestine, Iraq, Yemen, Somalia, Sudan, and Libya. The Catalogue is designed to guide the development of ROLSHR programming and support consultations with governments, donors, and partners.
