In 2025, the Regional Programme for Arab States translated regional cooperation into concrete contributions that complemented country level efforts across shared development priorities. 

The Programme advanced four outcomes: reducing poverty and inequality through enhanced regional cooperation, inclusive economic growth, and expanded livelihoods; strengthening governance accountability through more transparent, participatory, and resilient institutions; addressing climate change by promoting climate-resilient development, sound water management, and access to sustainable energy; and empowering women and youth through greater participation, skills development, livelihoods, and leadership opportunities. 

Results reflected stronger connections between regional platforms, country-level implementation and financing, supporting more consistent delivery of results despite ongoing fragility, climate risks, and economic pressures.
