High-Level Side Event on Financing the Future: Partnerships between public and private actors to invest in development

The international financing landscape is shifting, and many countries face a widening development financing gap that public resources alone cannot close. Rising debt service, elevated costs of capital, and sustained investment needs in energy, water, food systems, digital, and social services continue to compress fiscal space. At the same time, domestic capital markets, regional corporates, diaspora investors, and global institutional investors are increasingly willing to invest when project preparation, risk allocation, and governance conditions are credible and transparent.
UNDP supports countries to translate national development and climate priorities into bankable, investment-ready pipelines that mobilize public and private capital at scale. This work spans policy and institutional de-risking, pipeline preparation, and investor engagement, and is being consolidated through UNDP's emerging Investment Accelerator — a flagship initiative under UNDP's Strategic Plan (2026–2029). UNDP helps governments build credible pipelines and structure transactions in partnership with IFIs, development finance institutions, and the private sector, with a focus on transparency, inclusion, and measurable development impact. UNDP’s presence in countries and territories across Africa, and beyond, gives it a practical convening role: UNDP accompanies governments from policy design to pipeline development to transaction structuring, while maintaining the impartiality that makes it a trusted broker between sovereigns and private investors. Building on Morocco’s experience as a regional hub for investment partnerships, UNDP is organizing with Morocco a high-level side event that will focus on how stronger, SDG-aligned public-private partnerships can accelerate development financing across Africa, drawing on comparative lessons from other regions and country typologies.
The high-level side event will pursue three main objectives:
- Present practical experiences with SDG-aligned Present practical experiences with SDG-aligned investment models — including PPPs, blended finance and guarantee mechanisms —across country typologies (LDCs, LLDCs, SIDS, MICs), drawing lessons on what is working and what is not and what enabling conditions for PPPs should be.
- Showcase implementable pipeline-to-transaction approaches, including PPPs, blended structures, and subnational financing mechanisms, that can move quickly from concept to financial close, e.g. for infrastructure, energy transition, water, transport, digital connectivity, and social infrastructure. Build partnerships and follow-up commitments among governments, UNDP, IFIs, development finance institutions, private sector, to scale investment aligned with national plans and the 2030 Agenda, including through regional cooperation and South-South and triangular cooperation.
