Disaster Risk Reduction for Communities, Livelihoods and the Economy in Yemen: Preparations for Sustainable Development

Disaster Risk Reduction for Communities, Livelihoods and the Economy in Yemen: Preparations for Sustainable Development

November 2, 2025

For the United Nations Development Programme (UNDP) in Yemen, resilience-building is a holistic process. It identifies and addresses institutional, social, economic, environmental, climate and physical factors that may contribute to either vulnerability or resilience. UNDP commissioned this study on disaster risk reduction (DRR) to help set the stage for prompt, effective and efficient recovery once the conflict ends, including through five initial exercises:

  • A review and recommendations to consolidate legislative and institutional arrangements for DRR in general and flash floods in particular
  • Development of an a priori disaster recovery framework for Yemen
  • A review of disaggregated disaster and loss data: capacities, needs, challenges and opportunities
  • Identification of measures improving the resilience of rural and urban communities to flash floods
  • A risk profile and DRR recommendations for the island of Socotra

This report summarizes findings and recommendations from these five initiatives, grouping them under different project sheets that can later be developed into project documents.
