Modernizing Public Institutions and Systems in Yemen (MPISY)
Project Summary
MPISY is a World Bank Group-financed project implemented by UNDP Yemen to modernize key public institutions and systems. The project supports improvements in official statistics, public financial management, and civil service and human resource management, while strengthening institutional capacity, coordination and localization. The project aims to support the Central Statistical Organization (CSO) in Aden, the Ministry of Finance, and the Ministry of Civil Service and Insurance.
Objectives
To strengthen public statistical, financial, and human resource management systems in Yemen by improving institutional capacity, modernizing core government processes and information systems, and supporting more effective, transparent, and reliable public administration.
Expected results
- Improved statistical capacity and performance, including national accounts and related statistical systems;
- more timely and reliable budget execution and public financial management reporting;
- strengthened HR and payroll management, including employee registration and direct payment processes;
- progress toward modernized FMIS and HRMIS arrangements; and
- increased capacity of public-sector employees through targeted technical assistance and training.
