UNDP Yemen Resident Representative

Ms. Noura Hamladji (Algeria) has 23 years of experience in development, humanitarian action, peacebuilding, and stabilization in conflict-affected and fragile states, least developed countries, and post-conflict transitions across Africa, the Arab world, and Asia-Pacific.

Prior to her current role, she served as Deputy Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC), where she provided strategic leadership on programmatic delivery, operations, and partnerships in support of the global climate agenda, including engagement with climate finance mechanisms, vertical funds, and the broader multilateral climate architecture. 

Before joining the UNFCCC, Ms. Hamladji served as UNDP Deputy Regional Director for the Africa Bureau, overseeing sustainable development operations across 46 countries and UNDP's response in fragile and conflict-affected settings including the Democratic Republic of Congo, the Central African Republic, the Sahel, the Lake Chad Basin, and Cabo Delgado in Mozambique. She previously served as UNDP Country Director in Libya, embedded within the UN Support Mission in Libya (UNSMIL) as part of an integrated mission structure, where she led stabilization programming as a core component of the humanitarian response — coordinating across political, security, and humanitarian actors under active conflict conditions. 

In Timor-Leste, she served twice, including a formal secondment to the UN Integrated Mission in Timor-Leste (UNMIT), where she coordinated humanitarian response alongside longer-term development programming, supporting communities affected by displacement and intercommunal violence while advancing state-building and institutional capacity. She has also held UNDP roles in Iraq, Azerbaijan, and Djibouti.

Ms. Hamladji holds a doctorate in Political Science from the European University Institute in Florence and a Master's degree in Political Science and History of the Middle East from Sorbonne University in Paris. She is married and has two children.
