In 2025, Syria entered a critical phase of transition, opening new space to move beyond crisis response toward recovery and development. Building on this momentum, UNDP scaled up its work across all 14 governorates, partnering with national and local actors to restore essential services, revive livelihoods, and strengthen institutions.
Through an integrated, area-based approach, UNDP bridged immediate needs with longer-term recovery, reaching millions of people and supporting communities as they rebuild their lives.
Across sectors, the focus remained clear: what matters most to people. Water. Electricity. Healthcare. Education. Jobs. In 2025 alone, 8.9 million people benefited from UNDP support as services came back online, markets reopened, and communities began to regain stability and hope.
This progress would not have been possible without the support and partnership of our donors, whose commitment continues to drive recovery efforts across Syria.
Grounded in strong partnerships and national ownership, UNDP continues to support Syria’s path toward a more inclusive, resilient, and sustainable recovery.
