‘A new phase in partnership’

Excellencies, distinguished partners, colleagues, ladies and gentlemen,
Good morning.
It is my honour to co-chair the launch of the United Nations Development Programme (UNDP) Country Programme Document (CPD 2026–2030), which has been developed through close collaboration between the Government of Somalia and UNDP.
Today's launch marks an important milestone in our shared efforts to advance Somalia's development agenda. It reflects our collective commitment to building a more prosperous, resilient, and inclusive Somalia.
At the outset, I would like to acknowledge the strong partnership between Federal Government of Somalia and UNDP, as well as the valuable contributions of line ministries, development partners, civil society, academia, and the private sector. Their engagement has helped ensure that this programme document is nationally owned and aligned with Somalia's priorities.
As we launch this programme document today, it is important to recognize one principle that lies at the heart of its success which is national ownership.
The Country Programme Document is firmly aligned in Somalia's National Transformation Plan (NTP 2025-2029) and reflects our vision for sustainable development, stronger institutions, economic growth, and improved opportunities for our people.
The Government will continue to provide leadership in coordinating implementation and ensuring that development efforts remain aligned with national priorities. In this regard, we highly value UNDP's continued support to national planning processes and institutional development.
Partnership is essential to achieving these ambitions
No single institution can deliver Somalia's development goals alone. The progress we seek requires strong collaboration among Government institutions, development partners, civil society, academia, and the private sector.
The programme document provides an important framework for strengthening collaboration and bringing our collective efforts together around shared priorities and measurable results.
Looking ahead, our focus must be on impact.
The Country Programme Document prioritizes strengthening governance and public institutions, promoting economic growth and job creation, improving livelihoods, and building resilience to climate-related and other shocks.
These priorities are ultimately about improving the lives of Somali citizens and creating opportunities for future generations.
As we move into implementation, our focus must remain on delivering tangible results. This requires effective planning, strong monitoring and evaluation systems, efficient use of resources, and continued alignment with national systems and priorities.
Transparency, accountability and regular performance monitoring will remain essential to ensuring credibility, effectiveness, and trust among all stakeholders.

The success of this programme will depend on our continued commitment to work together and maintain a clear focus on results.
We therefore encourage all partners to continue aligning their support with Somalia's national priorities, strengthening collaboration, and investing in sustainable development solutions that deliver lasting impact.
Today marks the begining of a new chapter in the partnership that exists between the Government of Somalia and UNDP under this new program document.
Let us continue working together with purpose and determination to deliver peace, prosperity, and resilience for the people of Somalia.
