Regional Gender Justice Framework for the Arab States
Regional Gender Justice Framework for the Arab States
September 12, 2025
The objective of the framework is to articulate UNDP’s offer for advancing gender justice in the Arab States through a holistic approach, intended to guide regional and country-level policy and programmatic initiatives. Drawing on UNDP’s significant experience in this area, the framework incorporates relevant practices from both regional and country levels that can be replicated and/or scaled up. It also identifies areas of gap or potential intervention based on our global experience and guided by the Gender at Work model, which highlights the need for interventions at both individual and systemic levels, across formal and informal realms, to drive transformative change toward gender equality.
As such the framework identifies five interrelated key areas of intervention:
- Gender equality and ending discrimination in the law;
- Gender-responsive security and justice institutions and processes;
- Informal institutions and norms for gender justice;
- Women’s access to justice and protection services;
- Women’s agency and capabilities.
