Placing Survivors First: Republic of Korea’s Approach to Tackling Technology‑Facilitated Gender‑Based Violence

TFGBV is expanding in scale and complexity as digital technologies evolve. Countries are increasingly seeking practical approaches to strengthen institutional systems that can effectively prevent, detect and respond to such violence while ensuring survivor-centred protection and recovery services.
This knowledge product examines ROK’s experience in developing a comprehensive national response system for victims and survivors of TFGBV. It situates the issue within international normative frameworks on gender equality, digital governance and human rights, while documenting the evolution of Korea’s policy and institutional responses to emerging forms of digital violence.
The publication analyses key elements of the ROK response model, including legislative reforms, government policy frameworks, institutional mandates and multi-agency coordination mechanisms. It also highlights the operational role of specialized institutions such as the National Center for Digital Sexual Crime Response (NCDSCR), which provides integrated services including reporting, digital evidence collection, deletion support, counselling referrals and coordination with investigative authorities. The collaboration between government institutions, civil society organisations and regulatory authorities is presented as a critical component of an effective response ecosystem.
Drawing on these experiences, the publication identifies practical considerations for policymakers and practitioners seeking to establish or strengthen TFGBV response mechanisms in their own contexts. By documenting lessons learned, institutional arrangements and policy developments, the publication contributes to global dialogue on survivor-centred responses to technology-facilitated violence and supports UNDP’s broader efforts to advance gender equality and inclusive digital transformation.
