USPC and Argentina takes the next step together for survivor-centred, integrated TFGBV response system

On 19 March, UNDP Seoul Policy Centre (USPC) and UNDP Argentina, in collaboration with Provincial Government of Córdoba, Argentina and the Women’s Human Rights of Instituted of Korea (WHRIK), convened a virtual consultation as part of the SDG Partnership Programme focused on integrated support mechanism for technology-facilitated gender-based violence (TFGBV) survivors. This meeting offered an opportunity for tailored knowledge-exchange, aimed at strengthening coordinated response system for TFGBV survivors at the Polo Integral de la Mujer, an integrated women’s centre in Córdoba.

Through the SDG Partnership on sexual and gender-based violence, the Republic of Korea’s (ROK) Sunflower Center M&E model was successfully adapted to the context of the Polo Integral de la Mujer, resulting in tangible improvements in service quality and user satisfaction. Building on these outcomes, USPC has expanded its collaboration with Argentina under the newly launched SDG Partnership to further advance the existing response mechanism, strengthening its capabilities to support survivors of emerging forms of violence.

UNDP Argentina opened the meeting with a brief introduction to the SDG Partnership Project, emphasizing its role in strengthening institutional capacities and fostering knowledge exchange to address gender-based violence. The Province of Córdoba also shared recent progress, highlighting efforts to enhance integrated services for women in situations of violence.

The consultation then focused on the presentation by WHRIK, which introduced key elements of ROK’s response to TFGBV. Referring to the legal basis and service delivery framework of the National Center for Digital Sexual Crime Response (NCDSCR), WHRIK underscored the importance of integrating technical support and judicial access for TFGBV survivors and further emphasized that institutional responses remain adaptive to evolving nature of TFGBV.

During the discussion and Q&A session, participants highlighted the importance of strengthened inter-institutional coordination in case handling and content removal to enhance Argentina’s TFGBV response model. They noted the need to reinforce legal frameworks, ensure timely removal of illegal content, and improve access to medical and psychosocial support for survivors through closer coordination with relevant institutions. Participants also called for awareness-raising campaigns as well as training frontline responders to prevent victim-blaming attitudes. The possibility of cooperation to share relevant training materials with Argentine counterparts was also proposed, laying the groundwork for continued collaboration.

The consultation reaffirmed a shared commitment to preventing and combating TFGBV, while also recognizing the value of international cooperation in addressing this evolving form of violence. Building on the progress achieved under the SDG Partnership, USPC and UNDP Argentina will continue to advance survivor-centred and integrated approaches to promote women’s rights.
