From Crisis to Capacity: Japan Strengthens FSM Congress Through Digital Transformation

FSM’s Congress became one of the world’s first parliaments to convene virtually.
Pohnpei, Federated States of Micronesia: The COVID-19 pandemic reshaped how we work, ushering in what became known globally as the ‘new normal’. Offices adapted with physical barriers, hand sanitiser stations, and mandatory masks. Parliaments were no exception. Around the world, legislatures had to rapidly adjust to ensure continuity of governance, and in the Federated States of Micronesia (FSM), this meant embracing digital tools and remote collaboration in ways not seen before.
This effort to strengthen the FSM National Congress was supported through the Japan Government-funded Strengthening Legislative Capacity in the Pacific Island Countries Project. What began as an intervention tailored toward immediate response has since evolved into a longer-term investment in digital infrastructure.
In the immediate aftermath of the global shutdown in March 2020, a pressing question emerged: how could legislative bodies remain functional amid such disruption?
Within weeks, with support from the UN Development Programme (UNDP), procurement began. ICT equipment and software were installed, enabling congressional sessions, public hearings, and the timely passage of legislation critical to the country’s pandemic response and recovery.
The project equipped Congress with a suite of ICT tools including laptops, printers, video conferencing systems, and network infrastructure, all designed to enhance digital capacity, improve communication, and streamline legislative processes.
These upgrades ensured that Congress could continue functioning effectively amid external shocks, marking a significant transformation not only for the FSM Congress but also for legislative institutions across the Pacific.
Notably, FSM’s Congress became one of the world’s first parliaments to convene virtually.
With restrictions easing and a return to pre-COVID arrangements, Congress has since re-purposed the equipment supplied for further use across the chamber, within committee rooms, and in State Delegation Offices in Kosrae, Chuuk, and Yap.
Congress ICT Manager, Daystone Roby, said the support to the legislature remains incredibly valuable over five years since first being installed.
“Many members are happy with the transformation we’ve made,” he said.
This initiative, supported by the Government of Japan and UNDP, has significantly enhanced the digital capabilities of the Congress of the Federated States of Micronesia. It has enabled more effective operations and better-informed decision-making, particularly during a time of global disruption. However, continued investment in training and technical support will be essential to sustain these gains and ensure the long-term success of the digital transformation.
What began as a timely intervention during the pandemic remains highly relevant today, as Congress continues to expand and strengthen its digital infrastructure.
As the region continues to navigate an increasingly digital future, the FSM Congress stands as a compelling example of how timely support and strategic investment can yield lasting institutional resilience.
