75 Civic Monitors Empowered to Strengthen Local Governance Across Liberia

With support from UNDP Liberia and the UN Peacebuilding Fund, 75 civic leaders from all 15 counties in Liberia have completed a week-long capacity-building program aimed at improving transparency and accountability in governance and public service delivery.

The newly trained Social Accountability Monitors, mainly youth and women, will play a vital role in overseeing public resource management and service delivery at the local level, using digital tools to promote citizen engagement and good governance.

The monitors operate under Naymote County Accountability and Advocacy Team (CAAT), a nationwide structure established in every county to promote citizen-led oversight.

Participants received hands-on training in social accountability mechanisms, including community-based monitoring and Public Expenditure Tracking Surveys (PETS), to evaluate County Reconciliation Plans and assess government development commitments.

The training also included practical application of CommCare, a digital tool enabling real-time monitoring of public expenditure and service delivery, viewed through a gender-responsive lens.

It was conducted in two regional workshops. Region One gathered 45 participants from Bong, Lofa, Nimba, Bassa, Margibi, Gbarpolu, Bomi, Grand Cape Mount, and Montserrado counties, held from June 25–26 at the Development Education Network Liberia (DEN-L) in Gbarnga, and Region Two convened 30 participants from Maryland, River Gee, Sinoe, River Cess, Grand Kru, and Grand Gedeh counties, held July 1–2 at the Administrative Building in Grand Gedeh County.

Implemented under the project "Empowering Citizens and Communities to Foster Social Accountability and Transparency in Governance and Public Service Delivery", the initiative is funded by the UN Peacebuilding Fund and facilitated by UNDP Liberia in partnership with Naymote.

The initiative marks a significant milestone in community-driven governance and reflects Liberia’s commitment to inclusive and transparent development.
