Sowing Seeds of Change: UNDP and Peace Corps Fiji Boost Market Livelihoods

In a first-of-its-kind partnership in the Pacific, UNDP engaged the services of Peace Corps Fiji to support rural market vendors and farmers through the Markets for Change (M4C) Project. This landmark collaboration brings together two development partners committed to promoting economic empowerment, sustainability, and agricultural innovation—delivering tangible benefits to communities that rely on market-based livelihoods.

At the heart of this initiative is the outstanding work of Peace Corps Volunteer Ms. Kaitlan Mahoney, whose contributions have significantly enhanced the project’s outreach and effectiveness. During her 18-month tenure, Kaitlan successfully completed all key deliverables, making a lasting impact on rural entrepreneurs—especially women market vendors and farmers who are often left behind.

Key Contributions and Achievements  

Through the Markets for Change Project, Kaitlan developed a comprehensive organizational roadmap aimed at creating a long-term growth and sustainability. Her expertise also led to the completion of a feasibility study on value-added products within an agroforestry design, opening doors for market vendors to diversify and increase their income streams.  

The Inclusive Growth Team Leader, Mr Patrick Tuimalealiifano reaffirms, "UNDP’s commitment is to leverage strategic partnerships to empower rural market vendors and farmers. Through the Peace Corps partnership, UNDP ensured the M4C Project’s integration of economic resilience with sustainability, ensuring that communities—especially women entrepreneurs—gain access to the tools, knowledge, and networks needed to thrive in an evolving market landscape."

Recognizing the importance of strong partnerships, Kaitlan worked to strengthen stakeholder collaboration between host organizations, government agencies, and NGOs, ensuring cohesive and strategic development efforts. Additionally, she curated training materials and a curriculum on “Farming as a Business,” providing market vendors and farmers across Fiji with vital knowledge on financial literacy, record keeping, and market analysis.

Expanding Economic Empowerment and Training 

Beyond her core responsibilities, Kaitlan played a crucial role in expanding direct training opportunities. She successfully facilitated business training for over 300 vendors and farmers across 12 markets, with a focus on enhancing financial planning and market strategies. Moreover, she trained 100 farmers in value-added production, equipping them with essential skills to improve product quality, market access, and income generation.

Acknowledging the Impact and Partnership  

The Markets for Change Project acknowledges the invaluable contributions made by Ms. Kaitlan Mahoney, whose dedication has economically empowered countless rural women market vendors and farmers across Fiji. 

Furthermore, this initiative has been strengthened by the great partnership between Peace Corps Fiji and UNDP, with Peace Corps Fiji’s support ensuring both virtual and in-person training opportunities for local communities. This collaboration exemplifies the power of collective action in fostering economic resilience and sustainable development.

The Peace Corps brings significant added value to the UNDP Pacific Office, particularly within the context of the Markets for Change (M4C) Project, through the following contributions:

Capacity Building and Technical Training

Peace Corps Volunteers (PCVs) have partnered with the UNDP and the Ministry of Agriculture to deliver hands-on training in organic farming practices. This includes:
•    Composting techniques
•    Value addition to agricultural products
•    Agroforestry methods
•    Cash-flow and financial management

These trainings are tailored to the needs of rural communities, such as those in Namara and Vugalei districts, and are designed to enhance both economic resilience and environmental sustainability 

Community Empowerment and Grassroots Engagement

PCVs often live and work directly within the communities they serve, which allows them to:
•    Build trust and rapport with local stakeholders
•    Facilitate community-driven development
•    Support inclusive participation, especially of women and youth

This grassroots presence complements UNDP’s broader development strategies by ensuring that interventions are locally relevant and sustainable.

Support for Gender Equality and Women’s Economic Empowerment

The M4C Project focuses on empowering women market vendors. Peace Corps supports this by:
•    Providing training that enhances women’s entrepreneurial skills
•    Encouraging leadership roles for women in market governance
•    Promoting financial literacy and access to economic opportunities

Sustainability and Continuity

Peace Corps’ long-term volunteer placements help ensure that the knowledge and skills imparted through M4C initiatives are retained and applied over time, contributing to the sustainability of development outcomes.
As this partnership continues to evolve, the commitment to empowering market vendors and farmers remains at the forefront. With strategic investments, community-driven approaches, and dedicated individuals like Kaitlan, the Markets for Change Project continues to shape a more sustainable and economically prosperous future for Fiji’s rural communities.
