Somalia Drought Impact and Needs Assessment (DINA) Executive Summary

In August 2017, the Federal Government of Somalia (FGS) made a request for a Drought Impact and Needs Assessment (DINA) and Resilience and Recovery Framework (RRF) to develop a recovery and resilience strategy for the country. The objective was to identify the root causes of recurrent drought and formulate a plan for medium-term recovery and long-term resilience. The FGS and the Federal Member States (FMS) have been actively involved in the DINA process, ensuring that the government has ownership at various levels and that the recovery strategies reflect the priorities of the Somali people.

The DINA has found that the total damages caused by the drought in Somalia amounted to USD 1.02 billion, with losses estimated at USD 2.23 billion, resulting in a total expected impact of USD 3.25 billion. The estimated total recovery needs for the country stand at USD 1.77 billion, with agriculture (irrigated and rain-fed crops) and urban development and municipal services being the most affected sectors.
