National Transport Strategy

The Ministry of Transportation (MOT) is responsible for overseeing and implementing the Kingdoms' transportation needs and requirements. 

The MOT's prime responsibility is being a regulator, legislator, and planner of the design, construction, and maintenance of all roads and bridges that utilize the transportation system within the Kingdom. The MOT ensures ease of travel, efficient delivery of products and goods, traffic management, road safety, and other transportation-related activities across the Kingdom. 

Working closely with the Ministry of Municipal and Rural Affairs (MOMRA), the MOT guides various projects within the Kingdom regarding town and city planning. The MOT considers many factors into its activities by studying the effects of CO2 emissions and their impact on the environment, building and operating intelligent road transportations systems, and high-tech traffic and road safety control systems. 

In 1979, the United Nations Development Program in Saudi Arabia (UNDP SA) combined its expertise with the MOT's aspirations. One of the partnership's many achievements resulted in the Kingdom's first National highway Intelligent Transport System (ITS) after an in-depth study of various roads and the systems that physically, technically, and efficiently connect them. The MOT can utilize such ITS systems that monitor road safety and usage. 

The history of the UNDP and the Ministry of Transport (MOT) dates back decades. The partnership has based on trust, transparency, and dedication. 

To implement the National Transport Strategy (NTS) development, the UNDP has several duties to perform. These entail seven main benchmarks of rendered services for which the UNDP's technical experts' experience are accountable. The measures consisted of: 

  • Putting forward recommendations of selections of road network development and maintenance contracting firms.
  • Building on national capacity while providing support for the 5-year program to develop, manage and maintain highway transportation. 
  • Defining the prerequisites, goals, and sub-goals on a national level would entail the NTS's achievement in its Phase III transportation development program. 
  • Strengthen the implementation strategy regarding population growth and its effects on traffic safety, urban development, public transportation, and the environment
  • Strengthening the MOT's administrative capacities by developing various UNDP framework policies and processes.
  • Develop a report of the NTS program, 
  • Develop and carry out several capacity-building workshops that cover road and transport safety frameworks. 
  • Conduct a study on climate change handling and reduce traffic inside significant cities to lessen CO2 emissions effectively. 

The MOT has utilized the vast UNDP network by having access to various partners across the globe. These partners have the potential to aid the Kingdom in its road and bridge-building efforts. For example, by contributing to the kingdom economy via its private-sector network or by supporting the construction of various projects, such as the Kingdoms national 2 "Ring-Road" systems.

The UNDP also assists in developing and updating existing road and transportation manuals by assessing road crisis and safety and emergency management in various populated areas and impacts of rain and groundwater on roads over their lifetime. 

Under UNDP's recommendation, the Kingdom is now considered a significant road building method of "The Super Pave System," designed and developed in the US and researched by the UNDP specifically for the Kingdom. 

The UNDP is honored to support the MOT, with aspirations of its leading role in the transport sector. The MOTs invest heavily in efforts and support from the UNDP. Together, they continue to contribute and build the central artery system of road transportation to allow the Kingdom to connect safely, quickly, and efficiently.
