Multidimensional risk index system: Practical implementation of risk prevention and anticipation from a gender perspective

This policy note addresses the experience of the pilot design and implementation of a Multidimensional Risk Index System with a gender perspective to: i) strengthen community resilience, ii) improve early warning systems, and iii) ensure the protection and economic autonomy of women in vulnerable situations.
This experience was developed by the United Nations Development Programme in Honduras (UNDP Honduras) in collaboration with the Crisis Bureau and the Regional Bureau for Latin America and the Caribbean, particularly of the Risk Reduction and Recovery, Governance, and Gender teams.
The pilot project was implemented in Rivera Hernández, located in the Sula Valley on the Atlantic coast of Honduras. The initiative was developed in coordination with the municipality of San Pedro Sula and, designed and implemented in collaboration with local women's networks. The affected area is characterized by its high vulnerability to disasters, especially flooding, along with high levels of poverty, the presence of organized crime and socio-spatial segregation. Furthermore, the population is predominantly female (52%). To anticipate and prevent the impact of crises in complex social contexts, a situational analysis and systemic intervention methodology was applied, enabling the development of a highly scalable model and positioning UNDP as a leader in comprehensive and sustainable solutions with significant regional impact.
