The Strategic Guide is a flexible and modular framework that allows each institution to define its own path of transformation, whether through a comprehensive roadmap or through specific acceleration blocks. It articulates evidence, international standards, and innovative experiences from the region, offering a practical resource to guide institutional action in increasingly complex scenarios.

The Guide is organized into three complementary parts: Part I invites understanding the context and the necessary approach for Democratic Institutions for the Future; Part II conceptually develops governance accelerators, enriched with regional experiences and relevant publications; and Part III presents a roadmap for institutional transformation processes through concrete instruments such as the Strategic Capacities Radar and the Institutional Acceleration Plan. This articulation between conceptual framework, practical references, and implementation tools is what gives meaning to the Guide
