This note translates the two tools proposed in the strategic guide into a practical itinerary of moments, products, and instruments of work. The aim is to enable UNDP country offices to deploy technical assistance to public institutions, national or subnational, interested in strengthening capacities in the six accelerators of strategic governance.

The emphasis of this document is methodological and practical: the conceptual foundations of institutional transformation and the characterization of each accelerator are developed in Parts I and II of the guide. This methodological note concentrates on the how: the sequence of moments, the facilitation dynamics, the applicable instruments, the criteria for quality, and the design decisions that enable the framework of the strategic guide to be applied on the ground.

The document is primarily addressed to UNDP country offices, together with consulting teams.
