The Power of Data: How Evidence Opened the Door to Venezuela’s Earthquake Recovery

Numbers, on their own, do not rebuild cities. But in the first days of a disaster, credible numbers do something equally important: they create trust.

On 24 June 2026, a severe seismic doublet struck Venezuela. In the first hours after a major earthquake, the hardest thing to find is not machinery, funding or willing hands. It is reliable information. The affected area was vast, conditions on the ground were still unfolding, and traditional damage assessments take weeks, sometimes months, to produce. Yet every decision that mattered depended on knowing what had actually happened.

This is the story of how data filled that gap and what it made possible.

The first answer: RAPIDA

Within hours of the earthquake, UNDP activated RAPIDA, a rapid assessment system that combines satellite imagery, AI-driven damage detection, seismic intensity models, exposure databases and engineering models into a single analytical pipeline. Its first analysis was ready quickly enough to be shared with the Government within hours. That early evidence, offered at the moment when reliable information was scarcest, opened the door for UNDP to work alongside national institutions on the response.

None of this was done alone. A strong surge team from UNDP’s Crisis Bureau and the Regional Bureau for Latin America and the Caribbean worked with the country office around the clock through the earliest days of the response.

On 26 June, UNDP published the first national picture of the disaster: an estimated USD 6.7 billion in direct physical damage, 8.6 million people exposed to moderate or greater shaking, 2.1 million of them to severe shaking, and 1.7 million structures in the affected area.

In the first days after the earthquake, the analysis provided the Government, the United Nations system and partners with a shared evidence base for understanding the scale and geography of the emergency.

Three days later, on 29 June, RAPIDA delivered a second answer to a question no one else could yet quantify: debris. The preliminary estimate of 1.2 million tonnes of rubble, concentrated in the hardest-hit areas of La Guaira, was produced using satellite imagery, AI, building footprints and engineering assumptions. Every report included a clear caveat: the estimates had to be validated through field inspections.

By mid-July, as higher-resolution imagery and field validation became available, the figure was refined to 2.1 million tonnes. This is now the working estimate anchoring national debris-management planning.

Why the data opened doors

Numbers, on their own, do not rebuild cities. But in the first days of a disaster, credible numbers do something equally important: they create trust.

When UNDP placed a rigorous, transparent and rapidly produced evidence base on the table—one that acknowledged its own limitations and invited validation—it changed the nature of the conversation with partners in Venezuela. UNDP was no longer offering generic support. It was offering something the recovery process urgently needed and could not generate alone: a common operational picture.

That trust translated into something concrete. The Sectoral Vice Presidency of Public Works and Services requested UNDP’s support in drafting its recovery framework, the Plan de Recuperación Digna, Segura e Inclusiva Posterior al Doblete Sísmico Severo en Venezuela, and its operational companion for debris removal, the Plan de Despeje Digno y Seguro.

This work was carried out with the Vicepresidencia Sectorial de Obras Públicas y Servicios, which leads the plan’s institutional architecture, and the ministries at its operational core: Public Works, Transport, Water, Electrical Energy, and Habitat and Housing. In collaboration with the Ministry of Popular Power for Ecosocialism, UNDP provides technical assistance on debris and waste management, including multi-criteria analysis to identify suitable locations for the Centros de Disposición Temporal (CDTs), where debris can be managed, classified and, where possible, recycled.

RAPIDA’s outputs fed directly into the plans: prioritizing municipalities and critical infrastructure, guiding the deployment of engineering teams, and estimating the volume and location of demolition waste to inform the Plan de Despeje Digno y Seguro.

The data opened the door. The partnership walked through it, into the drafting room.

 

From satellites to streets: the drone programme

RAPIDA answered what happened at the national level. The next question was more granular: what is the condition of this building, this street, this neighbourhood?

In early July, UNDP and the Government launched drone missions over the priority areas identified by RAPIDA. What began as a mapping exercise evolved into an operational backbone for recovery. Drone surveys now generate orthomosaics, point clouds and detailed two- and three-dimensional models of damaged neighbourhoods, turning municipal-level estimates into building-level intelligence. In these models, every structure can carry its own damage category, inspection status and repairability assessment.

The drones do more than photograph destruction. Combined with AI, they quantify debris volumes. The next step is to use AI to classify that debris into categories such as recyclable concrete, metals, wood, mixed waste and hazardous materials, in coordination with the Ministry of Ecosocialism.

Drone data also help identify suitable sites for CDTs and model truck routes for future debris removal. Through repeated flights, the programme will allow the Government to monitor progress week by week once clearance operations begin.

Crucially, the objective is to leave this capability behind by building permanent capacity within Venezuelan institutions, starting with the Ministry of Public Works. The aim is for the country to enter its next emergency with these tools and capabilities already in hand.

MENTE: from assessment to intelligence

By mid-July, a broader vision had taken shape. Satellite imagery, drone surveys, AI analysis, engineering inspections and government databases were each producing valuable evidence, but these streams remained largely separate. The next step was integration.

That step is MENTE: Modeling and Evidence for Next-Generation Technology-Enabled Early Recovery.

MENTE is not another assessment tool. It is the platform that brings every layer of evidence together in a continuously updated digital twin of the affected territory: a living model of recovery that decision-makers can interrogate and use to simulate options.

Which roads should open first? Where should debris crews go tomorrow? Which repairs would restore essential services to the greatest number of people? Which schools can safely reopen?

 

Where RAPIDA was a snapshot, MENTE is a film. It transforms the national recovery strategy from a static planning document into a living, evidence-based management process. It accompanies the implementation of the Plan de Recuperación Digna, Segura e Inclusiva and the Plan de Despeje Digno y Seguro from the first days of the emergency through reconstruction. It will remain with the Government afterward, strengthening national capacity to manage future disasters.

What the data makes possible: complementarity across the response

The same evidence base is doing work far beyond the assessments themselves, connecting different strands of the response that would otherwise run separately.

It bridges humanitarian action and early recovery. While United Nations agencies mobilized rapidly across health, shelter, food, water and other sectors, the data allowed the Government to address the humanitarian emergency and begin planning for early recovery at the same time, rather than in sequence.

Debris is the clearest example. Understanding its volume, location and composition connects emergency conditions to recovery conditions, and the Plan de Despeje Digno y Seguro is establishing the operational framework for that transition.

The imagery also supports field evaluations to determine which apartments are safe for families to return to, which buildings require rehabilitation and which must be demolished. That analysis can reduce the humanitarian caseload while defining the early recovery workload through a single evidence base. Behind each determination is a family waiting to learn whether they can safely sleep in their own home again.

The evidence also helps convert needs into resources. Because the figures were credible, sourced and continuously refined, UNDP was able to rapidly produce strong briefings, proposals and technical materials. This allowed it to make the case for early recovery to partners using evidence and to lay the groundwork to support debris operations as they begin.

The same evidence will now carry forward into the recovery investment case. The Government of Venezuela has formally activated the Post-Disaster Needs Assessment, through which damages, losses and recovery needs will be quantified to frame reconstruction financing. Rather than starting from scratch weeks after the disaster, Venezuela’s PDNA will inherit a structured, georeferenced and progressively validated evidence base that has been developing since the day of the earthquake.

That is the power of data: not data as an end in itself, but data as the currency of trust, the basis for prioritization and the thread that runs unbroken from the first satellite pass to the recovery investment case.

The satellites saw the damage. The evidence opened the door. Behind that door, a government and its partners are building something larger than an assessment: a national earthquake recovery intelligence system, created in response to this crisis but built to outlast it.
