Project Overview
Over the past few years, Kuwait has made significant strides in preventing and combating corruption. These include the establishment of a specialized public authority—Nazaha—and the implementation of the first National Strategy for Integrity and Anti-Corruption (2019–2025), alongside an internal strategy specific to Nazaha. During this period, Kuwait improved its score on Transparency International's Corruption Perception Index from 39/100 in 2017 to 46/100 in 2023, rising 22 ranks to 63rd out of 180 countries.
Building on these gains, this second project initiation plan supports a participatory process to develop Kuwait's next strategic framework for promoting integrity and combating corruption beyond 2025. It draws on three foundational reports covering Nazaha's institutional capacities, lessons learned from the first strategy, and a preliminary analysis of current needs and priorities.
The new framework will be aligned with the UN Convention against Corruption (UNCAC), international good practices, and Kuwait Vision 2035, incorporating the latest innovations including technology-enabled transparency and accountability tools.
Key activities
- Research and analysis
Political economy analysis, stakeholder mapping, and legal analysis to review Kuwait's framework against UNCAC obligations and global best practices. - Consultation and coordination workshops
Ten workshops (seven external, three internal) engaging government entities, private sector, civil society, academic institutions, and media communities to ensure broad-based, inclusive participation. - Advisory and technical support
Strategic advisory to Nazaha's Board of Directors, technical support to the strategic planning team, and drafting of the new national strategy document.

Integrity and National Anti-Corruption Strategy developed through effective coordination and participatory approach.
A new integrated national strategy document reflecting Kuwait's current needs and priorities, aligned with the principles of coordination, effectiveness, and inclusiveness — ready for formal adoption and dissemination.
