Senior government officials explore how procurement can improve public spending, strengthen markets, and support Kuwait Vision 2035.
UNDP and GSSCPD Convene Dialogue on Strategic Public Procurement

Kuwait, 30 June 2026 – The United Nations Development Programme (UNDP), in partnership with the General Secretariat of the Supreme Council for Planning and Development (GSSCPD), convened senior government officials to exchange international experience and practical approaches to using public procurement more strategically to deliver greater value for people and the planet.
Every day, governments purchase the goods, services and infrastructure that people rely on. The way these purchasing decisions are made influences not only how public money is spent, but also how markets develop, businesses innovate, and public services are delivered. Around the world, governments are increasingly looking beyond the lowest upfront purchasing price and considering how purchasing decisions can reduce whole-life costs, encourage innovation, strengthen local markets, and deliver greater long-term value. Drawing on its global experience, UNDP supports governments in strengthening procurement systems and sharing practical approaches that help translate public spending into better development outcomes.
"Public procurement is no longer just about what governments buy; it is about the value public spending creates," said Ms. Emma Morley, UNDP Resident Representative in Kuwait. "Every purchasing decision is an opportunity to achieve better outcomes for people, the economy and the environment. Through our partnership with the General Secretariat of the Supreme Council for Planning and Development, UNDP is supporting Kuwait in exploring how Sustainable Public Procurement can help advance Kuwait Vision 2035 by ensuring every public dinar delivers long-term value for current and future generations."
The workshop showcased international experiences and practical approaches to using procurement more strategically. Participants explored how governments can use procurement to improve value for money, encourage innovation, support local businesses and SMEs, and strengthen the quality and efficiency of public services.
"Strengthening public procurement is an important step towards ensuring that public spending delivers greater long-term value," said Eng. Ahmed Badr Al Janahy, Acting Secretary General of the General Secretariat of the Supreme Council for Planning and Development. "Through our partnership with UNDP, we are exploring practical approaches that support Kuwait Vision 2035, strengthen institutional capacity, and enhance the effectiveness of public spending."
The dialogue forms part of UNDP's broader support to governments in strengthening public procurement systems and advancing more strategic procurement practices. By working with public institutions, UNDP aims to help improve public spending, strengthen institutional capacity, foster competitive and innovative markets, and contribute to sustainable economic growth in line with Kuwait Vision 2035.
