Kuwait and UNDP Strengthen Partnership for Ozone Protection and Climate Action

New agreement Supports Kuwait’s Transition to Sustainable Cooling under the Kigali Amendment

Kuwait, 16 September 2025: The Environment Public Authority (EPA) of the State of Kuwait and the United Nations Development Programme (UNDP) commemorated the International Day for the Preservation of the Ozone Layer 2025 with the signing of a new cooperation agreement. The agreement marks a strategic milestone in Kuwait’s transition under the Kigali Amendment to the Montreal Protocol and reaffirms the country’s strong commitment to protecting the ozone layer and advancing its national climate and environmental agenda. 

 

This agreement outlines a roadmap for the development of a comprehensive national plan to phase down harmful cooling gases such as high-global-warming-potential (GWP) hydrofluorocarbons (HFCs), enhance energy efficiency, and strengthen the national policy and regulatory ecosystem for sustainable cooling.  

 

Kuwait has already achieved significant progress, successfully reducing its consumption of ozone-damaging cooling gases by nearly 65% compared to its baseline, in line with its obligations under the Montreal Protocol. These efforts demonstrate Kuwait’s proactive approach to environmental protection and public health.

The Kigali Amendment represents one of the most impactful international climate strategies. Phasing down HFCs not only delivers critical environmental benefits, but also supports energy efficiency, drives sustainable economic development, and contributes to improved health outcomes. This agreement positions Kuwait as a regional leader in sustainable cooling solutions and strengthens its role in advancing global climate action.
