A flagship example of decentralized, sustainable development is the Deir Alla Agricultural Plastic Recycling Plant in the Jordan Valley. The facility responds to a critical environmental challenge while creating economic incentives for proper waste collection, recycling, and reuse.

Established through UNDP support and EU funding, the facility serves seven municipalities and demonstrates how local governments can transition from service delivery to enabling sustainable markets and investment-ready infrastructure.
