Digital Training on Anti-Corruption Legislation: A New Tool for Civil Servants

The Prosecutor General’s Office of the Kyrgyz Republic, with the support of UNDP, has developed a digital platform for systematic training of civil servants on anti-corruption legislation. The platform is now being launched for employees of the prosecution service, with the next stage focusing on scaling it up through the State Agency for Civil Service and Local Self-Government Affairs to civil servants and municipal employees across the country.

The platform was developed as part of a three-year partnership between the Prosecutor General’s Office, UNDP and the Embassy of the United States and is hosted on the servers of the Prosecutor General’s Office. It brings together the full training cycle, including learning materials and video lectures, sequential completion of modules, knowledge assessment and automated certification. 

The course consists of 10 modules covering 13 key topics, ranging from national anti-corruption policy and legislation to practical and digital tools for preventing corruption. The materials are available in Kyrgyz and Russian and include 24 video lectures, 80 narrated presentations and a bank of 660 test questions.

The training follows a sequential learning approach: each subsequent learning material becomes available only after the previous one has been completed. To move between modules, participants must achieve at least 80 per cent of correct answers. Upon successfully completing all 10 modules, the system automatically generates a certificate with a unique QR code that allows its authenticity to be verified. 

The course content was developed based on current anti-corruption legislation. The training materials were also shared with relevant government authorities and the Academy of Public Administration for feedback. 

“The main objective of the platform is to strengthen the capacity of civil servants in the area of anti-corruption legislation. We jointly worked on the methodological component, and the platform’s content reflects the latest laws and by-laws adopted in the country. It is now important to ensure its systematic use by civil servants so that the knowledge gained can be applied in their day-to-day work,” said Zalkar Aknazarov, Deputy Prosecutor General of the Kyrgyz Republic. 

The first stage of the training will cover employees of the Prosecutor General’s Office. At a later stage, the platform is planned to be scaled up through the State Agency for Civil Service and Local Self-Government Affairs, with the aim of reaching up to 30 per cent of civil servants with the training.

“We have created a comprehensive online learning system that brings together educational materials, video lectures, testing and automated certification. The platform is ready for use and can be scaled up to accommodate a large number of learners,” said Ainura Moldobaeva, Head of the company that developed the platform. 

The new platform shifts anti-corruption training from a format based on individual events to a systematic digital process that can be used regularly and scaled up at the national level. 

This work complements a broader set of measures aimed at strengthening professional competencies in the area of corruption prevention. As part of the project, a 120-hour master’s programme on “Effective Governance and Anti-Corruption” was developed and completed by 17 specialists; more than 500 representatives of government and prosecution authorities received training on access to information; 72 specialists were trained on corruption prevention in the rule-making process; 37 anti-corruption officers completed a three-month Anti-Corruption School; and more than 200 representatives of the judiciary, prosecution service, legal profession and government authorities participated in specialised training activities. 

The partnership also included study visits, the development of information and methodological materials, and support for strengthening anti-corruption information policy and international cooperation. Other initiatives focused on expanding access to information, increasing the transparency of local budgets, protecting citizens’ rights, improving access to public services and engaging young people in public processes. 

The joint work contributes to the implementation of the National Development Programme of the Kyrgyz Republic until 2030, the State Anti-Corruption Strategy for 2025–2030, and Sustainable Development Goal 16, “Peace, Justice and Strong Institutions.”
