Training modules on Climate Risk Assessment and Adaptation Planning in Kazakhstan for universities/practitioners/municipalities
October 12, 2026
Despite growing recognition of climate change as a major development challenge, many experts and practitioners still need practical knowledge, standardized methodologies, and analytical tools to effectively identify, assess, and manage climate risks.
Under the UNDP project on institutionalizing adaptation planning and integrating climate risks into development planning processes in Kazakhstan, funded by the Green Climate Fund, training modules on climate risk assessment and adaptation planning were developed. These modules address existing knowledge and capacity gaps by providing a structured and systematic approach to climate risk assessment, drawing on Kazakhstan’s national methodology and internationally recognized frameworks, including the IPCC framework and ISO risk management standards.
The modules explain key components of climate risk, such as hazards, exposure, and vulnerability, and provide practical approaches to assessing climate impacts across sectors and regions. Drawing on international standards and Kazakhstan’s national methodology, they promote inclusive, gender-responsive, and evidence-based decision-making. Combining theoretical guidance with hands-on exercises, the modules aim to strengthen the capacity of practitioners, climate adaptation experts, and higher education professionals in Kazakhstan to understand and assess climate risks and plan effective adaptation measures that enhance resilience at national and subnational levels. They guide users through the entire climate risk assessment process, from preparation and risk identification to analysis, prioritization, and the development of adaptation measures.
